Check what kind of primer coat you used. I guess it is a kind of oil primer or a kind of alkyd primer - if it is, it will take a long time to dry. Alkyd primer is also not compatible with nc lacquer. If you use nc lacquer, better if you use nc primer for the first step. It will make the finishing process much easier.

One Coat is enough. It is not a high hiding primer so if you are expecting a white canvas after priming then I would suggest using BM FreshStart again as a second coat. It will give you a super w hite base that is great for when you are painting light colors over it.

I use water but have heard of using windex, what about alcohol? For painting GWS planes I first sand smooth with some 400 paper and fill with LWS.
